Background and Rationale

For over a decade, Speak Up Africa has been committed to sanitation in order to contribute to equitable access to safe, sustainable, and quality sanitation services for all. Convinced that sanitation is an essential lever for public health, human dignity, economic development, and climate resilience, the organization works to sustainably improve people’s living conditions and reduce inequalities in Africa.

To achieve this objective, Speak Up Africa deploys an integrated approach combining strategic communication, advocacy, knowledge production and dissemination, capacity building, resource mobilization  and stakeholder engagement. This approach aims to support governments, local authorities, the private sector, and technical and financial partners in developing inclusive, resilient public policies and sanitation systems adapted to national contexts.

Over the years, Speak Up Africa’s Sanitation Portfolio has progressively evolved. Initially focused on awareness-raising and social and behavior change, it has expanded to include support for public policy, institutional strengthening, regional cooperation, and the sustainable transformation of sanitation systems. This evolution has notably taken shape through the implementation of several complementary campaigns and initiatives:

  • No Taboo Periods : launched in 2016, this communication and advocacy initiative aims to break the silence around menstruation and improve knowledge, attitudes, and practices related to menstrual health and hygiene. It relies on research, behavior change communication, community mobilization, and the engagement of opinion leaders.
  • Setal Sunu Gox – Cleaning Up Our Neighborhoods: launched in 2016 in collaboration with Senegal’s National Sanitation Office (ONAS), this initiative aims to improve access to information and adequate sanitation services. It promotes the shift from manual to mechanical pit emptying, the coordinated mobilization of public, private, and civil society actors, and the adoption of sustainable and affordable solutions across the entire fecal sludge management value chain.
  • Golden Sludge: Launched in 2019, Golden Sludge is a regional advocacy campaign led by Speak Up Africa, in partnership with IPAR and Niyel. Deployed in Senegal, Niger, Burkina Faso, Benin, and Côte d’Ivoire, it aims to strengthen political commitment to inclusive, equitable, and safely managed sanitation policies. The campaign helps create an environment conducive to sector reforms by developing advocacy tools, building the capacity of decision-makers, civil society organizations, and the private sector, and supporting political dialogue on sanitation policies.
  • CAPOOP – Communications, Advocacy, Policy Opportunities and Outreach for Poop: launched in 2020, this alliance is a space for collaboration and knowledge-sharing among water, sanitation, and hygiene actors in Africa. It enables the pooling of resources, the promotion of good practices, and the strengthening of coordination of communication and advocacy actions for sanitation.
  • Evaluation and Decommissioning of the OP1 and OP2 Omni-Processors: Speak Up Africa supported Senegal’s National Sanitation Office in the technical, financial, environmental, and institutional evaluation of the OP1 and OP2 Omni-Processors. The findings of this evaluation enabled stakeholders to make an informed decision in favor of their decommissioning. Following this decision, Speak Up Africa coordinated the preparatory process, including resource mobilization, recruitment of service providers, and support for the implementation of decommissioning operations, in close collaboration with ONAS and other relevant actors.

 

Beyond these initiatives, Speak Up Africa has supported policy dialogue processes, strengthened the capacities of national and regional actors, produced communication and advocacy tools, supported reflection around the African Sanitation Policy Guidelines (ASPG), the Citywide Inclusive Sanitation (CWIS) initiative, and mobilized public institutions, the media, civil society, and the private sector. Through these interventions, the organization has helped position sanitation as a major issue for public health, economic development, gender equality, and human dignity.

In light of the achievements recorded over the past ten years, Speak Up Africa wishes to conduct a capitalization exercise to document the evolution of its Sanitation Program, highlight the changes it has contributed to and draw out the key lessons from its implementation. To this end, the organization wishes to recruit a consultant tasked with developing a capitalization and impact report covering the period 2016-2026.

Objectives

  1. Overall Objective

To develop a capitalization report documenting the evolution, key achievements, results, changes, lessons learned, and contribution of Speak Up Africa’s Sanitation Program to strengthening sanitation policies, systems, and practices in Africa over the period 2016-2026.

 

  1. Specific Objectives

The assignment will aim to:

  • Document and capitalize on the evolution of Speak Up Africa’s Sanitation Program over the past ten years, tracing its main campaigns, initiatives, partnerships, achievements, and strategic directions, while consolidating the quantitative and qualitative data, studies, publications and other knowledge products developed.
  • Analyze the program’s results and contribution to the changes observed at the community, institutional, political, national, and regional levels, particularly regarding communication and behavior change, capacity building, advocacy, public policy development, resource mobilization, gender integration, equity and inclusion, as well as regional cooperation.
  • Collect and showcase the experiences of key stakeholders through testimonials, case studies, and concrete examples illustrating the changes, impacts, and added value of Speak Up Africa’s interventions.
  • Identify good practices, innovations, challenges, and key lessons learned from the program’s implementation, in order to promote their dissemination, replicability, and consideration in future interventions.
  • Formulate strategic and operational recommendations aimed at strengthening the future interventions of advocacy and strategic communication organizations like Speak Up Africa and supporting the development of more inclusive, sustainable, and high-impact sanitation programs in Africa.

Expected Methodological Approach

The consultant will propose a participatory methodological approach combining qualitative and quantitative methods to conduct a capitalization and contribution analysis exercise for Speak Up Africa’s Sanitation Program over the period 2016-2026. A scoping meeting will be organized at the start of the assignment to clarify Speak Up Africa’s expectations, validate the scope of the capitalization exercise, the main evaluation questions, the stakeholders to be consulted, and the proposed methodology.

 

The proposed methodology should, at a minimum, include the following elements:

  • An in-depth document review, supplemented by a mapping of available data and evidence, in order to identify key achievements, documented results, knowledge products, and any information gaps.
  • A mapping of the Sanitation Program’s key stakeholders (public institutions, technical and financial partners, private sector, civil society organizations, media, researchers, and beneficiaries) will be carried out, along with a sampling strategy justifying the consultations selected.
  • The development of a timeline of the Sanitation Program, tracing the main campaigns, initiatives, partnerships, strategic developments, and milestones that have marked its development over the past ten years.
  • An analysis of the program’s theory of change and contribution. This analysis should make it possible to assess Speak Up Africa’s contribution to the changes observed, while taking into account the contributions of other actors and the intervention context. The consultant may propose any recognized methodological approach (contribution analysis, Most Significant Change, or any other relevant approach) to credibly document the program’s added value.
  • Consultations with key stakeholders, through semi-structured interviews, testimonials, and, where relevant, case studies illustrating the most significant changes, good practices, innovations, and lessons learned from the program.
  • A triangulation of information gathered from the various documentary sources and stakeholders to ensure the robustness of the analyses and conclusions. A debriefing and validation meeting with Speak Up Africa will be organized before the report is finalized.
  • Particular attention will be paid to identifying stories of change, testimonials, quotes, case studies, and other content that could be used in Speak Up Africa’s communication, advocacy, resource mobilization, and knowledge dissemination activities.
  • The analysis should cross-cuttingly integrate the dimensions of gender, equity, inclusion, and sustainability, as well as the key lessons learned regarding the strategic communication, advocacy, and partnership approaches developed by Speak Up Africa over the past ten years.

The consultant will specify in their technical proposal the proposed approach, data collection and analysis tools, stakeholder sampling strategy, execution timeline, as well as any complementary approach deemed relevant for carrying out the assignment.

Deliverables

The draft report and final report will be written in French; the executive summary and the capitalization and dissemination kit will be produced in French and English, to enable their dissemination to partners. 

The consultant must produce the following deliverables:

  • Methodological note: A note detailing the proposed approach, execution timeline, data collection and analysis tools, stakeholder consultation strategy, and work plan. The methodological note will also include a mapping of stakeholders, the sampling strategy, data collection tools, an analysis matrix, and the detailed structure of the capitalization report.
  • Draft capitalization and impact report: The report will include, among other things, an executive summary, an analysis of the program’s evolution, a contribution analysis, key results and impacts, lessons learned, good practices, challenges encountered, strategic recommendations, as well as case studies illustrating the most significant changes.
  • Final capitalization report: The final version of the report incorporating comments from Speak Up Africa and the relevant stakeholders.
  • Capitalization and dissemination kit: The capitalization and dissemination kit will include, at a minimum:
  • an executive summary (4 to 6 pages) in French and English;
  • a visual timeline of the Sanitation Program;
  • a summary of key results and figures;
  • a selection of testimonials, stories of change, and case studies;
  • key messages for communication, advocacy, and resource mobilization activities;
  • a PowerPoint presentation (15 to 20 slides) for reporting back to partners and donors.

Final graphic design (design, infographics) will be handled by Speak Up Africa’s Communication team based on content drafted by the consultant.

  • Facilitation of a debriefing workshop: The consultant will facilitate a debriefing workshop on the main results with the Speak Up Africa team and key stakeholders. This workshop will make it possible to validate the conclusions, gather final comments, and identify the main ways the report can be used in advocacy, communication, and institutional development activities.

Payment Terms

Payment of the consultant’s fees will be made according to the following terms, subject to validation of deliverables by Speak Up Africa:

  • 40% upon signing of the contract and validation of the methodological note;
  • 30% upon validation of the draft capitalization and impact report;
  • 30% upon validation of the final capitalization and impact report and the capitalization and dissemination kit.

Indicative Duration of the Assignment

Eight weeks from the signing of the contract. A detailed schedule will be proposed by the consultant in their methodological note.

Supervision and Collaboration Arrangements

The assignment will be supervised by Speak Up Africa’s Advocacy and Communication Officer. Progress check-ins will be organized at each key milestone (scoping, validation of the methodological note, submission of the draft report, final debriefing).

Speak Up Africa will make the following available to the consultant:

  • program documentation;
  • technical and financial reports;
  • studies and publications;
  • communication tools;
  • available monitoring and evaluation data;
  • contacts of key stakeholders;

a focal point to facilitate coordination of the assignment

Profile Sought

  • Advanced degree (minimum Bachelor’s + 5 years) in monitoring and evaluation, social sciences, public health, international development, public policy, communication, or a related field
  • At least 7 years of experience conducting studies, evaluations, capitalization exercises, or impact analyses
  • Demonstrated experience in theory of change and contribution analysis
  • Good knowledge of the sanitation sector and public health in Africa.
  • Experience analyzing strategic communication and advocacy programs, and conducting interviews with decision-makers and institutions
  • Excellent writing skills in French and English
  • Knowledge of West African institutional contexts is an asset
  • A team combining expertise in sanitation, evaluation/capitalization, and institutional writing may be proposed.

Proposal Evaluation Criteria

Proposals will be evaluated based on:

  • Understanding of the assignment, of strategic communication and advocacy issues, and quality of the proposed methodology 30%
