Alioune Fall

MOHEBS Program Manager

Alioune Fall is a specialist in learning, leadership development, and capacity building, with experience spanning the education, health, and international development sectors across Africa and beyond.

At Speak Up Africa, Alioune serves as MOHEBS Program Manager (Modèle Harmonisé d’Enseignement Bilingue au Sénégal). In this role, he oversees the strategic and operational coordination of the project, working closely with public institutions, civil society organizations, technical and financial partners, as well as actors from the research and education sectors. He supports advocacy and stakeholder engagement efforts aimed at advancing the institutionalization and scale-up of the model in Senegal.

Prior to joining Speak Up Africa, Alioune held various roles in education, leadership development, and knowledge management. He notably served as Learning Manager at an international strategy consulting firm specializing in international development, where he led leadership development, knowledge management, and capacity-building initiatives across several African countries as part of health systems strengthening programs. He has also worked as a facilitator, education research consultant, learning experience design consultant, program manager, and program director within universities and organizations focused on education and development.

Alioune is a Schwarzman Scholar, a Fellow of the UK Higher Education Academy, and holds a Master of Science in International Education Development from the University of Pennsylvania, where he was a UNESCO Fellow; a Master of Management Science in Global Affairs from Tsinghua University; a Bachelor in Economics from New York University Abu Dhabi; and a Postgraduate Certificate in Teaching and Learning in Higher Education.
